I see you don't have crash fixes and you probably don't have ENBoost as well so:

Tutorial:
Download and install SKSE if you don't have it already; Remember to run the game trough skse_loader.exe from now on.
Createa a file called skse.ini in Skyrim\Data\SKSE\ if you don't have it already, write inside:
[General]
ClearInvalidRegistrations=1
EnableDiagnostics=1
[Display]
iTintTextureResolution=2048
[Debug]
WriteMinidumps=1 ;<----you can leave this to 0
After that download and install Crash Fixes: http://www.nexusmods.com/skyrim/mods/72725/?
Download and install Bug Fixes as well: http://www.nexusmods.com/skyrim/mods/76747/?
After having installed it navigate to Skyrim\Data\SKSE\Pugins\CrashFixPlugin.ini
Modify in CrashFixPlugin.ini UseOSAllocators=1 follow the instructions above this line to make it work. You will need to download and install SKSE Plugin Preloader Link: http://www.nexusmods.com/skyrim/mods/75795/?
ENB can be used without graphics modification and will improve your performance in game by a lot:
First download the latest ENB ( http://enbdev.com/mo...kyrim_v0308.htm ) in the archive, extract from the wrapper version: enbhost.exe, d3d9.dll, enblocal.ini and enbseries.ini to your Skyrim directory (where TESV.exe is located) ENBoost Information: http://www.nexusmods.com/skyrim/mods/73618/?
In enblocal.ini edit:
[GLOBAL]
UsePatchSpeedhackWithoutGraphics=false ;<-----set this to true leave to false if you have an ENB.
UseDefferedRendering=true
IgnoreCreationKit=true
ForceFakeVideocard=false
[MEMORY]
ExpandSystemMemoryX64=false
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=false ;<---------set to true for old AMD GPUs.
DisablePreloadToVRAM=false
EnableUnsafeMemoryHacks=false
ReservedMemorySizeMb=64 ;<-----if using an ENB you know what goes here otherwise increase if you experience some stutter.
VideoMemorySizeMb=4064 ;<-----if using an ENB you know what goes here otherwise leave it like that.
AutodetectVideoMemorySize=false ;<-----set this to true leave to false if using an ENB

So from playing where I left off at my last save (when I had all my mods running), the new load order and/or the disabling of ELFX Weathers seems to have actually cleared up the lag issue - and since I went back to my fully modded save I once again have SkyUI in the MCM window. Since the lag was the original problem I was looking to fix, I don't need to worry about SkyUI not showing up in the MCM window now. Thanks guys!

Wait, huh? What are you talking about? I said I followed the guide that I linked in my first post, and one of the sections had me install ENBoost so yes, I do have it. I have SKSE - you can see it in my mod list screenshot as what I use to run Skyrim. Also I do have Bug fixes, it's right there in my mod list. I believe I did know about Crash fixes, but I only intended to get that if I actually got CTDs. Did you give me a copy and paste response?

yeah that is may normal response for people that might not have crash fixes and enboost anyway you don't need to follow it if you already have ENBoost regarding the SKSE memory patch you might consider replacing it with crash fixes memory patch.

I was speaking about the load order not the left pane

Sorry didn't realize that you are better than LOOT my apology

your SKSE.ini is missing

[interface]

EnableContainerCategorization=1

Wonder what it does, Just Sayin'

i'm not better then LOOT i am far far beyond it. Always put SkyUI as first UI mod so Container Categorization is enabled without the need of putting the line on skse.ini and you are sure the MCM menu is loaded as first so that other UI mods that need it have it loaded. Anyway if the load order is small LOOT is still good.
