Got your same problem but, in my case, adding this line make Skyrim instantly crash to desktop without warning when opening the map. FYI: There are many, many mods that let you control the amount of blood in various ways. Because this doesn't work, do the same thing through mods. There are probably a few others, but those were the easiest for me to find. Each is slightly different, so look through them for whatever suits your tastes. AnyColour, is your issue a straight-to-desktop crash, or more like the stuff in this thread? Also, if you add the line to your skyrim.ini file (except change the 0 to 1), you can see if that fixes it... though it probably work, its a quick thing you can try.
