Also Emmarae has made it fairly obvious that he/she is working on it alone. You have all the power you want to make the mod yourself without using other peoples work (unless you have their permission). So if you think you can make this mod yourself, then go for it. You can't 'attach yourself to other people's WIP and claim ownership without contributing. (In my eyes, coming up with ideas is hardly contributing enough to be a co-author).
