You cannot go this way - Any ideas appreciated

Okay so this is the strangest s*** I have ever encountered by far.

The bridge near Greentech Genetics, the one southeast from it, where there are the two apartment buildings with Gunners or Raiders, and has the elevated trolley that you need to ride from one building's roof to the other to reach the chest with goodies, is unreachable by any means.

And I do mean unreachable.

The bridge has a large junk fence/wall that has a single turret guarding it, even after destroying the turret, you hit an invisible barrier like if you try leave the map borders.

I've tried bDisableborderRegions or whatever it is under General.

I've tried COC commands.

I've tried TCL and as high as the skybox goes, the invisible wall is there, and also below it.

My follows can run in there to fight the enemies, but I cannot.

There is a huge 200 meter ring around these two buildings that I simply cannot enter, period. I can get to Greentech Genetics, just barely, but it takes some ingenuity to get there, so at least the Hunted/Hunter quest hopefully will be able bug free. I've simply no idea what would cause this. This is my 3rd character with no new mods, just the same 246 plugins as usual, and this happened strangely enough, on this character only, and google searching only showed one other result for this bug, and no tangible solution besides a mod removing border restrictions, of which I tried, and still, invisible Gandalf remains telling my character He shall not pass.

I had that problem with Nuka World transit station when I bought the DLC and the only thing which let me in was the No Borders mod. I had a thread about it and apparently there is some quirk of the FO4 software that sometimes stops you disabling borders through the method you tried.
