Cant buy houses in any of the hold capitals

Like I said in the title i cant buy any of the houses in any of the cities although i can buy Hearthfire homes.

 

And yes when i talked to the respective stewards i had completed their respective quests to buy the homes and got the dialogue from the jarl that im permitted to buy a house.

 

Its Really frustrating

Could you (the community) help me?

Assuming you have enough septims to buy these homes, why is your Bashed Patch 0.esp at load order #61?

 

And in saying that, I'm assuming you used LOOT to sort your mod deck and then Wrye Bash to rebuild the Bashed Patch 0.esp, right? Right?
