Any fix for: Fallout 4, when loading save no DLC's/Plugins are detected?

So, a while ago I got an error for my fallout 4. I don't remember what the error was, but I was told to verify my cache and I did that multiple times since.

Anyway, ever since that error whenever I try to load a save, or even a new game it will either CTD or say that NO DLC's or Plugins are loaded, not even fallout4.esm at times.

Thats what I see. I have looked at my load order file, everything I have activated in NMM has a * beside it, and NMM no longer installs the files there for some reason.

... Or is my only fix to delete everything and reinstall it ALL? because I don't have the time for that because of uni, blah.

Well I'll be damned you too huh.... No clue myself so that's why I came to the forums. Been having bad CTD's just trying to start the game then if lucky I might make it to the save selection screen. This has been a problem for the last 4 days for me and I have a screen shot pretty much identical cept for a couple of the mods. I will note I am thinking this may have started when my card updated a few days ago and then again this morning for some reason. So here I am wondering the same thing and coming to the one place where someone knows more then me about pc crap. This isn't my first rodeo with Bethsoft I started way back with Morrowind and every game since. Anyway for those that might be able to help figure this out Here is what I have done so far. A few days ago I reinstalled everything after it started acting up. Last night I went through NMM and also Loot. I let Nvid set my graphics but seems FO4 doesn't know what a gtx 1070 is so it set everything to low. I set it back to ultra as that's what I have been using for the last 500 plus hours of game play. Finally it let me in to my game..... Today I am back to square one so here I am hoping someone can fix this issue. Below is my mod load order as well as my dxdiag. On another note this pc is only a few months old and total overkill for this game.
