so, are you saying it's possible that windows could have put some kind of flag on the fallout 4.exe file that's causing this issue?

This might be a redundant question, but I will ask anyway. Is your Windows 10 legit? My grandson had downloaded Windows 10 from someplace. Well, lo and behold, he started having issues with his Steam games. So, I bought him Windows 10 and now he has no issues. Except normal ones that we all get.

Anyway, I'm just an old man rambling.

during exhaustive checks you have done, at any time was NMM in play?

in play? meaning do I use it? yes.

 

if you're asking if it's ever been open while playing the game, yes it has.

not redundant - but yes, I'm running a legit copy of Windows 10 Home 64 bit

Ok so it's a yes about nmm.

 

Next question would be if nmm was installed prior to reinstall of the game?

 

If so, some files nmm needs got overwrote..Dot net files, visual-basics and things like that, each program requires versions designed for their packages.

 

in older systems like XP, we had a MS direct-x info application we could use to change out specific dll's for use on developments and graphics required software packages.

Now, in today's market, we have complete packages and each one might have a different version so an overwrite is bound to take place.

 

earlier I asked you if you know how to use a process analyzer? With a program like that you could conceivably go through any file system and verify the data versions are correct.

Allow this small example.

  1. Fallout 3 has issue on some intel based chip sets, and here, on the nexus there is a workaround file used to enable the game top run on those specific machines.
  2. Because we know about the issue, we know some hardware won't run the game, and the required work around we need to make to enable the game to run.
  3. 1 single file made all the differences yet, ENB's can not take it's place because only 1 file can run at one time.
  4. The operating system has the same file name but is not the same, each version of direct x contains a different version and the Equipment may not be able to process the wrong versions of these DLL's.
  5. Because Microsoft is the supplier ? well they determine if a file is Obsolete or not and windows updates replace a lot of these file for their office windows 10 operating system.
  6. currently now, most boards have stable software from windows directly, the games are not the same, were built way before windows 10 was published and some software's are now considered Obsolete by them, they automatically replace the files so marked. "disable them as they are found over "time".

you said windows update was the only thing your aware of that took place.

I have no idea how to do that, no. I can do some googling and try to figure it out though.

 

in regard to NMM - how would these overwritten files relate to the stutter?

Windows Home, 32 or 64 and/or both "sucks" Try Win Pro 64, just the basic O/S though, none of that business/office crap, well, unless you use that. You could also bet on intel dealing with whatever issues hyperthreading caused, as that's old rumors, you prolly got a new chip, an hyperthreading on the single core chips was pretty awesome. I mean, just because we said it or you heard it, doesn't mean you have to do that. Try it both ways for everything because in many ways the experience is defined by the end user on PC by whatever various hardware/software combinations there are. It wouldn't be the first time that people with faster computers than I have, simply can not figure out a way to run a game.
