PBR means that materials follow Fresnel shading, which means that at steep angles they reflect more light than head-on. Materials in skyrim are quite diffuse no matter what angle you are viewing them from. This points to a dissatisfaction with the engine's capacity to handle specular materials, along with rather dull looking metal, and very very few shiny surfaces.
