Applying perks to NPCs & enemies by shooting at them

What's possible:

 

Object modifications can apply object effects to weapons that apply magic effects to things that get shot, like fire damage, etc.

 

Object modifications can also apply object effects that use magic effects to apply perks to the player like for making use of legendary effects that modify weapon properties based on worn/applied keywords to the currently equipped weapon.

 

What I would like to do:

 

I want to set up an object effect/magic effect/perk/spell, etc., whatever to give a perk to the actor that's being shot rather than to the player character.

 

But it seems that all of my attempts so far to modify different object effects and magic effects and spells have failed. I suspect that's because the target actor that's being shot doesn't have the weapon that the player does equipped in order to apply whichever relevant perk.

 

So, in any case:

 

The only way that I've been able to get a magic effect to actually use an explosion is if it's applied to the self and only from using a spell to trigger it on one's self. Ghoul glowing ones do this to create radiation bursts.

 

Does anyone have any ideas for forcing something that's being shot to trigger a similar spell/explosion on itself?

 

So far I've only been able to cast explosions on the player character when shooting something else which is hilarious, but not really what I intend to do.
