Chairow
I recently noticed that the followers of Sheogorath at his shrine all talk about things that have one thing in common; The Female bosmer in the hat talks about "The Light". The realm of Oblivion is equivelant to Hell (you could say), but there is nothing resembling Heaven. The Breton (I think he lacks pants) talks about "Bugs, bugs everywhere", and have you ever noticed you never see cockroaches or anything of the sort scurrying around? The Argonian in the leather helm says she used to be a dog, not a good dog. Werewolves perhaps (they arn't GOOD dogs)? And the Dunmer in the white mages robe and the fur helmet says he wants to "Eat your eyes". Perhaps dismemberment? All of these things are abscent from oblivion, but through modding can be achieved. I know this is quite random, but still.
Obsessed117
I think you are onto something... But your theory kinda fails at eat your eyes...that just doesn't make much sense to me.
ninja_lord666
You're just finding something in nothing. Oblivion isn't Hell. It's the land of the Daedra. Not all the Daedra Lords' realms look like Dagon's sphere. Dagon is the Prince of Destruction, and his plane reflects that. Now someone like Azura, on the other hand, has a greatly different plane. More proof is in Shivering Isles. Shivering Isles is Oblivion, yet one could hardly call that Hell. 'The Light' most likely refers to the cult on Shivering Isles trying to find 'The Light', you know, the one with Ciirta? With the bugs, it would just be pointless for Bethesda to add bugs. The player probably wouldn't care, or even notice, and it would actually lower fps to have all those bugs, so the modders might just get rid of them anyways. It would just be wasted time. How do you go from eye eating to dismemberment? The guy probably just 'inherited' his eye obsession from Sheogorath.

Sypron
I'd say that looks like hallucinogenic drugs, or Morrowind.
