LE Clear and Occupy Enemy Camps

I want to know if there is a mod that allows the player to clear, and then occupy, a camp with his own side's soldiers after the Civil War quest line is complete.

 

As it stands now, you cannot kill the camp commander, and the soldiers respawn in your enemy's livery. The winning side's king tells you to go clear the camps, but in fact this cannot be done.

 

I could see how small splinter groups of soldiers could persist in hiding, only to pop up later and be squashed like bugs, but they should never have an easy to find camp. They need to hide out in sympathizers homes, outbuildings, caves, holes in the ground, and in heavy vegetation somewhere.

 

Edit: If such a mod is not available, anyone want to make one?

Well mabey Betheseda had plans for them but where cut out of the game?

 

But I agree i would like to occupy the camps to or remove after they have been cleared out.
