I dont think you understand...

there is no "LAA flag in windows" that you can enable... You already have a 64-bit system.

 

The LAA-flag is just a property of an .exe file, telling any 64-bit system that it can handle this 32-bit.exe with 4gb RAM-support instead of 2gb.

 

If you want to see or even change this flag, you need another program, for example CFF Explorer.

 

The problem with Skyrim that you could not simply do this was, that this for Steam was an manipulation of the file, so it blocked it (as an anti-piracy protection).

 

 

And i can simply tell that it is working because before the patch, i wasn`t even able to load any savegame without the 4gb.exe ;)

My game updated to 1.3 today. That was the issue when launching 4gb launcher. I downloaded the new update for the launcher and works again. I still launch via 4gb even if skyrim can now do 4gb access on its own.
