New massive city concept

Alright so a little while I ago I was charged to come up with some concept work for a large fortress/economic themed city. However the mod died and I am left with a great concept for a city. The concept is rather similar to Minas Tirith of LOTR in terms of it being built on several levels on plateaus. Mine is different in the architecture (most likely IC architecture for the most part) and it also has less levels. The front gate to this city would also be truly unique, to get to it you would have to head up the tributary of a river to a large port with a stone boardwalk leading up to the front gates. Most of this city would be embedded against a very large hillside. It would be 3 "levels" of various housing, shops etc followed by a small path on the third level zig zagging taking u up to an entirely separate plateau where in lies the keep. The keep is essentially the same concept as the palace in the IC (except mine would have a keep in front of the white tower, mine will also have a tower this size, Ill explain that further on). Now, the water way is not the only way in, there will be a trade route just above the third level (but below the final plateau) taking u back to the black road near chorrol . Now seeing as this is a fortress city, I decided that it would be best that is essentially housed its own garrisoned army of elite soldiers (think spartan types!) trained at the grand academy just a few steps east of the city. I am still debating on whether or not to have a sort of underground network of more housing, shops etc which would have a tunnel system out of the city (maybe through to some ruins like vilverin or something). At the top of the final plateau outside the keep itself would be a large park with a temple, an arboretum, various healing and alchemical stores.

 

Now on to what I would need to bring this to life.

 

I cannot mod anything worth crap (maybe a little stat editing and placing in CS) so I would therefore need the following:

 

People very familiar with CS

Someone who can create a few fresh sets of weapons and armor (I will go into details on what I would need for armor and weapons)

Quest Creators (looking into perhaps have an attack on the city but we will see)

A few creative minds to create smaller quest plots and most importantly, names (gonna be alot of npc's runnin' around!)

 

If you cannot fill anything above but have a couple suggestions for npc names, store names or even the city's name I am more than willing to hear em.

 

So basically what I have done here is put out a very large and original suggestion, however, I am willing to do all I can in the conceptual and inventing process I can do to help pull it all together even act as a project lead, that sort of thing. I do have a few tools I can use to create several 3D concepts of the city and surrounding area. Now due to the potential size of the city, and the location I have picked, it will take quite a bit of landscaping to get it right. So I will leave it at that, post suggestions, comments, cool ideas, things you can do to help, flame me, whatever. Thx Alot

Oh forgot to add the little bit about the tower: Due to the placement of the city, the back side is rather exposed to potential enemies, so it would be logical to have a very large and very tall tower behind the keep to over see the land behind the city, also for an extensive view of the colovian highlands, the gold coast, maybe even the west weald and the imperial city on a sunny day^^

The problem with any large city is that it needs to be planned properly in order for most of it to even work. Oblivion wasn't designed to have more than a dozen or so NPCs moving through the loaded area. The more complicated the design, the harder it is for these mechanics to work very well. Additionally, what you're suggesting sounds like it needs specific meshes made for it. Unless you are capable to do the meshing, your project idea may be very short lived.

 

Large cities are not a new idea, there are just very few people who know how to coordinate everything within them, and who are willing to spend the months of effort just working out packages so that issues don't develop that might ruin the mod or make it unplayable.

For me:

-Magic and Object script effects

-Quest scripts (though I'm still not too good)

-AI Packages

-Probly some other stuff too but I'm in a rush and half asleep too lol

lol well like i said i am a modding noob so I might be way in over my head, but what if every level was its own loaded area, i mean if we chopped the city up pretty good it would be ok no?

 

and to shadow, ur skills would be of great use if this were to take off in any way lol

lol when u say spartan do u imply 300 spartan or a more authentic spartan? If i were to picture new armors i was thinking something like the gondorian guards in lord of the rings, or something similar to imperial guards except brighter and more "elite" looking if you understand what i mean lol.
