However, everything has to be packed manually via the QAR Tool (has to be done via CMD on top of that), so it's a bit of a pain to do so. Assets also can't be directly ported from the PC version as they use different formats. Any mod for the PS3 version needs to be made with assets from the PS3 version of the game. Script mods can be directly ported from the PC version, as long as you manually pack all of the additional scripts. There probably was a Real Big Boss Head mod for the PS3, since any mod made on PC is technically possible on PS3. It's just more difficult to create a mod for PS3.
