Can someone make a basic program to convert some basic skyrim mods?

First off, no one can port it over for you unless the author has given permission for them to do so as it is them porting it not for themselves but for others. If you want to port it for your own personal use, you need to use the CK. You've not said why you cant use it, which is suggestive that you might have torrented the game itself, which is going to make more people stand offish about helping you as well.

 

So you can either start giving details on your "issue" with the CK so ppl can help you fix it or you can contact the author of the mod and see if they would port it or allow someone else (anyone by announcement or someone by nomination) to port it.

Not everyone finds CK easy and can be intimidating for some. I get the impression the OP was look for something on the LOOT scale of simple user interface.
