Assistance Please

I signed up for a premium subscription thinkint that the downloads would be quicker. Thing is, the files still won't download. I'm using IE9 on a Windows 7 system. When I try to download via manager, I get a dead link. When I try to download manually, the bar on top drops down and askes me to confirm if I want to download the file, upon saying yes, the bar goes away but the file does not start downloading. What am I doing wrong and there should be a sticky in the techinical support forum for this(sorry if I missed it).
