Do texture mods hurt my performance?

Pretty much exactly as the topic title says. Also on a sidenote/P.S how and does the Skyrim better performance mod work?

Texture mods usually increase the texure size, or clean up bad textures. That means the performance might slow down, if the computer is slightly old.
