Taedus
If you decide to keep Frost and don't tell Maven about it, she would still know because when word gets out of the theft and an exquisite white horse suddenly turns up at the Riften stables(or any other stable where she has eyes) it's obvious what horse it is. This is something that disturbs me because there are no consequences of keeping Frost and that's immersion breaking. If you tell her about the theft her reply is also very strange. Why wouldn't she care about the horse? It's probably worth a lot. So if anyone can bring some clarity to this I would be grateful. If not, I will probably get my own horse instead and feel good about the fact that it's my own and I worked for it. Rethrain
She's probably more concerned with getting back at whatshisname than keeping the horse.

PoorlyAged
There is a point where you can tell Maven about the plans to steal the horse. She will tell you she doesn't care, that she will take care of everything later. Following that, you can keep Frost with no consequence.
