I believe anything that's not a temporary effect must be made an "ability", rather than a "spell", even though it's still conferred by AddSpell (as is a disease).

When editing the spell, there is a dropdown menu on the left that allows you to choose what type it is: Ability, Disease, Lesser Power, Poison, (Greater) Power and Spell. The type that you want is "Ability".

I did select Ability and it says the effect is taking effect in the menu but when I move I am not faster at all walking or running.

To what degree are you fortifying speed? From what I recall, increases of 100 or 200 might not be noticeable if your speed was already 100 to begin with and very large increases (a few thousand?) tend to roll over or otherwise not work.

 

Speed also synergises with Athletics, so consider fortifying both if you really want to turn the PC into the Road Runner.

 

Perhaps try using ModAV in the console to experiment on what level of fortifying would get the desired effect that you want.

It will seem the only way to do so is to add a enchantment to a clothing and equip it to the player. Although fortify skills & attribute ability spells work on creatures.

That's very strange. The Steed and Thief birthsigns do fortify Speed, and there haven't been any reports of them not working. Perhaps try copying one of those?
