What causes invisible Body Parts?

So I'm trying to get into Skyrim modding and trying to understand why things work like they do.

 

And while messing around with the tools I realised that Nocturnal's Clothes are "glitched" in the game. The forearms are missing for both players equippning the clothes with console commands and the Nocturnal NPC.

But when I view the clothes in Nifskope, they are right where they should be.

I fired up vanilla Oldrim and spawned the NPC and equipped the clothes, and sure enough the forearms are missing there as well.

 

So I really want to know, what can cause parts of a meshes to become invisible in-game but not in Nifskope?

If the item is set in the esp to go to a certain body slot and the mesh directs it to a different body slot, then it will not show up. You can check in either CK (long, arduous load time) or SSEEdit under armor AND armor addons. Then go to each BSDismemberSkinInstance under each NITriShape and look at partitions. You will need to expand them. Body Slots can be found here http://www.creationkit.com/index.php?title=Biped_Object That is for Old Skyrim CK but I don't think they changed.
