Unable to interact with certain world objects

I have a level 52 character, and over the past few levels I've been struggling with a very general problem that seems to be rapidly worsening. A still small but increasing percentage of the time, when I try to interact with various specific world objects by pressing the 'E' key (PC), nothing happens. Examples of this are: mining spots, certain quest targets, the buffing stones. Yet, it has never happened for any entrances, containers, corpses, or NPCs. For example, I currently can't interact with any of the 3 grouped buff stones (Thief/Mage/Warrior) near the start. When I was here last in the my low level days, these worked fine. But a different stone somewhere else did work quite recently. More significantly, I just reloaded a level 5 save, fast traveled to them, and they work just fine with that save! So what this is telling me is that the data in my save game file has somehow become corrupted in a very odd way that specifically disables certain actionable world objects. Has anyone else encountered this? Are there any known solutions? I've found some recommendations for using the 'pcb' console command, might that help me?

 

Possibly related problems: Certain NPCs trailing off in mid-conversation, not giving out a miscellaneous quest, or not giving me an item, NPCs getting stuck on 'busy', and not triggering quest advancements when they should. Azura didn't pull me out of the 'Malyn's soul' dungeon after I killed him, etc. I am also getting audio stutter and video driver lockups that I wasn't seeing before. Just all sorts of assorted weirdness. I just tried reducing from Ultra to High in hopes that it might fix the sound & lockups at least. Yes, my drivers are up to date.

 

I've managed to become quite a wizard with the various console commands and thus been able to get myself through some very messed up quests due to this bug so far. But I'm spending more time browsing the net and messing with the console than playing the game lately! And there are a few situations that I can't fix this way anyway. I guess I should just try to finish the game ASAP if I can, but I haven't progressed far at all on the main quest. I had hopes of doing all the side content first.

 

I should mention that I have running with a number of mods for a quite while now. Initially I got into these because I had very frequent system lockups, but I've been adding more & more balancing, interface, and visual mods of various sorts. The vast majority are well established major mods, and I was never too worried about using them. I've modded many games before with success, and know what I'm doing (I have a professional game programming background). I assumed that if I ran into trouble with one, I would just remove it. However, I suspect that one or more of these are responsible for somehow covertly & over time corrupting my saves & game in the above fashion. I just wish I could figure out which one! The problem does NOT go away if I remove the mods now, and as I said, the same triggers will work with an earlier save while all the same mods are installed. So I'm stumped as to what to do except to keep on consoling my way through the game as best as I can. Any ideas? Starting over is NOT really an option, I have well over 200 hours invested in this character, and especially when I expect the same would happen in my new game eventually.
