In the case of homemaker I only got it to work when going against the load order instructions and followed common sense. We only have one thing in common - that we play the same vanilla game. DLCs, mods, all are down to individual configurations. So what works for one user, the majority even, isn't a guarantee to work for all users across the board. Which is probably the reason why it's load order never affected me negatively. Building mods should be pretty high on the list. Ideally right beloiw the DLCs.
