Khajiit speak is cultural, not racial. Inigo was not raised by native Khajiit; he and his brother were orphans and raised by a interracial couple. Like how some Asian Americans picked up the use of American slang after being raised in the countries's traditional culture.

Inigo is an assimilated Khajiit.. the Characters in Moonpath are indigenous.. there is a distinct difference.. though Inigo has a distinct Latin accent it is purely a matter related to his upbringing as in.. even though you speak Dutch,you are not fluent in Afrikaans... think of Inigo as Don Diego de la Vega... raised in Spain and forced to live in the dread of the Colonies.. surely his way of speaking and general understanding of the language will be somewhat amiss? thereby it is logical that the "Nord" or "Imperial" speech patterns is imprinted in Inigo and others like him(sad kitty) whilst Khajiit from Elsewheyre speak the language of the Sand

They were asking for a path that edits the dialogue of the Dragonborn, not NPC's. Khajiit Speak is a mod that changes all of the player dialogue options to follow Khajiiti speech patterns, such as in the Alternate Life mod, "I wish to escape this cell" is changed to "Khajiit wishes to escape this cell", because the mod supports the Khajiit Speak mod.

 

Malish'ka is also bothered that she cannot properly speak in her native land as well, although this one has other complaints regarding the Moonpath to Elsweyr mod, and wishes people would try to make something better instead of accepting this outdated fetch quest as "the way things are" and "the best new lands mod ever!!!".
