Who do I talk to about a partnership?

So, I've been making a mod, which involves a large worldspace, many NPCS, and side quests. But, I'm stuck on one thing, the quests. I can't wrap my head around scripting, I'd much rather just build worldpsaces, write plots, and make NPCS. I just find all this scripting stuff to be so confusing, I get halfway through, then I get to the topics and just get all turned around, even when I follow a step by step tutorial.

 

So, who do I talk to about partnering up? I could use a basic scripted to get this mod off the ground, simple stuff, such as fetch and kill quests. And if this isn't the place to ask about partnerships where do I go to talk about it?

Not sure here, but you can try to post this on TTW forums as well, since that's where plenty of talented people are working on various mods.
