Settlers won't travel to new settlement?

So I created a new settlement in an underground bunker area (sorta like the mechanists laid only usable). It took me FOREVER a to finally get the settlement to show up in my workshops tab, but now I have a slightly different problem: I go to move a settler to the new location, I select the locations name, the settler number goes down, and then the settler just stops moving entirely. Like he won't so much as budge. I've slept in the bunker and the original settlement for days but they never move there. Is this related to the positioning of the settlements doors, or possibly something else entirely? Any input would be appreciated!

first step

if you send a settler there go the count up like from 0 to 1

step 2

did you navmesh your new settlement(cell) its needed for npc's to move in the place, if no navmesh they will never enter

wana check go to your new settlement type in console ( player.placeatme 0014CEA9 ) send him to your new place, put him to work or let him walk to xx spot

if he move then you did something else wrong

When I send a settler to the bunker, the number goes down one in the settlement they were in, and up one in the bunker. I also took great care to navmesh the area, but it just occurred to me that the only way to access the settlement is via an elevator. Could that be messing with the settlers ability to walk there?

mm not sure i made 1's a settlement in fizzmountain(overboss) and the settlers used the elevator inside, also i never used a elevator for any settlement i always use a portal(hatch/door ect) my settlers always show up in a interior(cell) settlement

 

another question when you open the workbench do it show 50% happiness ?

 

ow forgot and getting them true beacon do ta work ?

Hmm the workbench does show 50% but I haven't tested the beacon yet. I'm gonna add a door somewhere and put a beacon in the place to see what happens. Wish me luck!

I think speedy is probably sniffing in the right direction here. The only time I have had this issue is when my navmesh either a) was not connected to the surrounding cell or b) was not connected to my portals inside and out. (That's the gold triangle connected to the gold teleport marker).

 

I have a couple of interior/exterior settlement mods in development now, and settlers and companions will happily use portals in the midst of sandboxing while you are building there. I also have a couple released mods dealing with similar issues. In WRVR Broadcast settlement, settlers will portal to an interior, pass through the interior you cannot build in, and portal back out to get on top of the roof of the building, entirely vanilla behavior with no alterations from me at all. In Bradberton Overpass, there is no portal, only those elevators you actually ride in. When I had separated the build area boxes and sandboxing areas, settlers would simply vanish trying to make it to where they needed to be, never to be seen from again.

 

That tells me if your settlers are standing still, you have a hard block of some sort stopping them, because they will teleport through walls, to the top of buildings, and any other manner of magical travel to arrive most of the time.

 

Genolune pointed me this direction as we were corresponding over the Institute Concourse Settlement, and he may have done an end-around past the problem there, if so (and more testing will bear it out of course) we may have another possible solution soon.
