Lighting Issue

So I've had this lighting issue for a while and it's starting to bug me. I've turned the brightness up to exaggerate and also used Candlelight.

 

I've tried multiple solutions like uninstalling all lighting mods, disabling ReShade etc.

 

The annoying effect happens without this but just to show it clearer -

 

 

Anyone have any ideas how I can fix this? I'm using ReShade and about 240 mods! If you know and can let me know, great! If you need more info, let me know.

Pretty sure the issue is partly due to realistic lighting overhall or enhanced lights and effects, maybe even both!

 

After a reinstall of mods got it better, still having an issue with trees though, looking at them makes them dark, looking away gives them a good lighting.
