FCOM combat is wacky

Hello everyone. I have just recently installed FCOM (uFCOM, w/ OMOBS, w/ TIE). For anyone who uses these mods, or FCOM at all for that matter, I am getting weird combat bugginess. Everything seemed to be working fine; I installed everything near-perfectly. Then I discovered NPC bandits and highwaymen, etc. want to run up to me excessively without attacking. I used to think this was vanilla AI bugginess on prior installs, but this time it's so excessive with bandits it's ridiculous. At first I thought it was Fran's because of Lyrondor's Combat Behavior that comes with it, but I reinstalled Fran's without that and got no changes. The reason I thought it was Fran's is because as soon as I installed Fran's the new bandits stood there without attacking me, unless I ran to the other side of the Aylied ruin, lo and behold they attack me. Usually I have to go up and talk to them now or they won't attack, just give mean faces. Additonally they seem to "spin" around in place (no other word for it) and like to run into walls a lot. I've tried unchecking/unmerging the TIE esps as well but no changes. Anyone else know of this bug? Any ideas what leads to this?
