NorthernMonkey
The Penitus Oculatus are the protectors, spies and assasins of the Emperor, the replacement for the Blades, and I think they would be an interesting faction to join. And also, their armor looks badass. 8) When the CK comes out, I'll most likely attempt to make that happen. The purpose of this topic is to see whether or not you find that appealing, and to collect ideas for quests and the like. RecruitmentThe PO being an Imperial faction would likely seek recruits within the ranks of the Imperial Legion, so in order to be approached by them, you'd have to join the Legion first. Upon being raised to a certain rank, I was thinking Praefect, an Imperial Courier will find you and deliver a message from Commander Maro, giving you the first quest. Ideas are very welcome. IkarosCORE
All the way in Skyrim? It would be cool to see an overhaul, where you can go to Cyrodil again, to serve the emperor.
NorthernMonkey
They have an outpost in Dragon Bridge, so I don't see why not. If Cyrodiil is added later on, it would certainly be possible to have quests there as well.
Bovel
SPOILERS!I've been nursing a secret crush on this faction ever since I read Greg Keyes books. Being able to join their ranks would be awesome and I think there's a lot of quests and such you can produce surrounding them that doesn't have to tie into the Dark Brotherhood storyline. In the book, Colin is asked to assassinate a man, no questions asked and it serves as a test to see if he would fit into the Penitus Oculatus. My interpretation is that they go for cunning/wit and obedience over prowess in combat. So I think the initial quest to join them would be similar, perhaps (if possible) make it a radiant quest that targets NPCs not tied to any vital quests an innocent target just to prove dedication. As for how you open up the faction/questline I think it should not have to be tied to the Legion (though joining Stormcloaks or the Brotherhood would make it impossible to join PO). Rather your character is discovered either due to his/her skills or for their random involvement in some of their business, which stretches a lot further than just the direct protection of the Emperor. I don't have a solid idea at this moment but intercepting a courier or perhaps even a cipher and cracking it, could even be killing bandit who was an agent in disguise. In short, I'm down with helping make such a mod come to be!
EmperorScotty
Why did this not happen ? It sounds awesome ! They are such a great faction with so much you could build story around. Even having an opposite quest to To Kill An Emperor, where you stop the wouldbe assassin and maybe even chase down remnants of the DB in dawnstar sanctuary ? Kill Cicero =) Please someone make them at least a faction you can join !!

Though there is a bit of trouble in making a new questline and for it to be popular is that u need voice acting and voice actors are hard to come by :/
