frost damage on contact

So, I have put this topic in another area, but nobody read it, so I will put it here.

 

Whenever I come into contact with an enemy, whether it is attacking, attacked, or just coming into contact with them, their health begins to decrease and they look like they have taken frost damage. Does anyone know what is happening and if there is a way to fix it?

There is nothing in your active effect? Look in magic in your game for anything that may be causing frost damage. If nothing is there, perhaps list your load order so we can see if there are any mods that might be causing this or perhaps a bad load order.
