Can't download your plugins.txt file (Error 403: Forbidden).

It's always useful to post your Load Order (in "Spoiler" tags. Use the "Special BBCode" button in the Forum "Reply" menu bar as the third icon from the left in the top row, next to and left of the "Font" pick-list field). Screenshots are not the best way to convey your LO, because they usually can't include everything in one image. LOOT can copy your LO into a list suitable for posting on forums. (It's under the ":" with three dots to the extreme right in it's menu bar.) Most "mod managers" have a similar "LO List" capability.

Most likely this is a mod conflict, as "binoculars" are "equipment" instead of "weapons". Start looking from the bottom of your "load order" for any mods that affect weapon lists or "Binoculars/Scopes". The last such mod is probably overriding earlier ones. Take a look at the "Mod Conflict Isolation" section of the "Fallout NV Mod Conflcit Troubleshooting" guide for the procedure.

Well, first of all you have too many plugins: "active" and installed. That alone will cause all sorts of "weird" things to go wrong. The cap for FNV is roughly 140 (it depends upon your system). See the "Smaller Plugin Cap" section of the "FNV General Mod Use Advice" article for details and how to get around it.

Second, I am not familiar with most of those mods, but look with suspicion on any labelled as "FO4". If they aren't converted specifically to FNV, then they are probably not going to work correctly and will cause problems to others. FO4's game engine is not the same as that for FNV. (It's actually closer to Skyrim, but not the same as it either.)

Third, conflict isolation means you have to at least deactivate (and more likely uninstall in order to ensure file overwrites are removed) mods to determine which one is causing the problem. It is unlikely anyone can look at a list of mods and tell which is causing the conflict simply because there are too many possible variations unless they happen to have the same problem with the same combination (and that one isn't common). But give it a little time for others to look over your list and you may hit it lucky.

Given how many mods you need to trim out, I would suggest you start over installing and TESTING mods one at a time. Prioritize what is important for you and start with those first. No matter how good your box, the game is six years old and written for single core, 32-bit processors. It can't handle everything. If you are going to be a stealth shooter, then you don't need power armor mods. If you are going toe-to-toe, then you don't need lots of light armor "recon" gear. Choose guns or energy weapons, but don't try to load your list down with extra models of both. Etcetera. The "FNV General Mod Use Advice" guide goes into all of that.

hey man thanks for the reply, unfortunately I could't fix it so I just need to reinstall the whole things, but I noticed there something I forgot to ask, I don't know if this is intended or not, the power armor CND, I mean power armor full set from helm and body, the CND condition, them doesn't degrade. I try testing it out letting npc attacking me but, apparently Im using it alternative repairing mod so I set armor degradation to ultra fast to test it, the armor CND doesn't dropping at all!! i'm sorry if I'm bothering you, I hope u can tell whats going on with that.

Not a bother, but unfortunately I don't use power armor (stealth sniper character) so I have no experience with that. You should look at the "Comments" on the mod download page and see if others have raised the issue with the author.

If not, then it is likely due to a mod conflict. In that case, make that something to test for when you load that mod and any thereafter. Once you identify that two mods have a conflict, you can load them both into FNVEdit and see where the conflict exists. It may be as simple to resolve as switching the load order between those two mods.
