Mod NPC Attack Speed

I've been playing around with Skytweak and one thing I've noticed is that, while there's a modifier for Two-Handed attack speed, there is no option to modify One-Handed speeds (that affect all Actors, not just the player). So it looks like I'll have to make my own mod for it.

 

So, my question is: How would one go about adjusting the attack speed value for all Actors?

it says "Probably also applies to the NPC."

 

anyway, if I am right, speed depends on the weapon, so just change speed weapon at creation kit
