CTD When Talking to Jarl Balgruuf During First Main Quest

When Balgruuf is in the middle of talking during the first main quest with him, the game always CTD's.

The appropriate load order for the Unofficial Skyrim Special Edition Patch is as follows:

 

Skyrim.esm
Update.esm
Dawnguard.esm
Hearthfires.esm
Dragonborn.esm
Unofficial Skyrim Special Edition Patch.esp
[The rest of your mods]

 

Try running LOOT again, and apply its changes. LOOT should apply the order I've shared with you just now, at least it does for me. If it doesn't you can set a rule inside LOOT that makes it load your mods that way. See if that fixes it. There is a good chance that is not what is causing your issue, but it is worth a try at least.

It seems now only Lanterns of Skyrim is loading before it. It seems USSEP has a meta rule that makes it load after it, and it wont let me delete it. I manually put it above after running LOOT, but that did not fix the issue. Is there a way to have Skyrim create crash logs?

Well that's odd. I only have the original Skyrim currently installed on my PC, but I am using the Unofficial Legendary Patch with quite a few of the mods you're also using (the lantern one being one of them) and my load order is as I pointed out earlier. Not really sure why yours would be different. Maybe try setting a Meta Rule for the lanterns mod?

Doing that causes LOOT to flip out, as it has contradicting meta rules. But like I said, I manually placed USSEP above everything and the game is still crashing. I'll generate a papyrus crash log

Okay, I suppose it's time to try and think about what could be causing this issue. You don't really need Run For Your Lives and When Vampires Attack when you're using AI Overhaul. Unless AI Overhaul is different in the Special Edition. With that said, I can only assume that your Bash Patch may not be up to date or your merged plugins are causing the issue. Nothing else jumps out at me as being potentially wrong.

Here is the crash log that I generated. The game crashed randomly in Dragonsreach, even if I never approached Balgruuf (Irileth also never approached me unless I got near)

Do you have any mods that edit or place things in that cell? Did you get all of your mods from the Special Edition Nexus page, or did you try and get some original Skyrim mods to work in the Special Edition? I'm asking that because I had a crash in the Sleeping Giant Inn when I was testing mods in the Special Edition that was caused by a mod that placed NPC's inside the inn - but it was not converted to Skyrim: SE, so it didn't work properly.
