Can't become thane of solitude

I do wolfskull, buy the house, place the horn, but I don't have the option to ask if I can help her. I did it fine during one playthrough but I restarted today and it's bugged. This happened to me in oldrim, so It must be a mod. Heres the mod load order.

I tried becoming thane of markarth and it won't even give me the option to retrieve the shield and I've already done like, 5 radiant quests, 1 for the jarl the rest for the steward

Join the empire, that is the requirement.

 

If you want to be the thane on the other opposite city, gotta join the other side. Can't have em both.

Joining the Empire is not a requirement. I own Proudspire and I've not joined either side, yet.

 

I've also owned the one in Markarth.

 

The only home that requires you to join a side is in Windhelm.

Okay, I re-read your post and noticed two thing that is MISSING.

 

1st. There is a dialog that will show up, something along the lines of:

" Is there anything else you need my Jarl? " < - not an exact quote but something along that line.

 

2nd Sometimes and this is rare:

* Did you help 5 people in Solitude? The option will NOT show up unless you've helped 5 people.
