Is there a way to modify enemies in the game?

I'm pretty sure there is a way but since I'm new to modding, I wouldn't know where to look. What I'm specifically looking for is to increase the number of enemies in any given location. I wonder if it's scripted to have a certain number of enemies in each place or it's randomized? While I'm at it, I might as well say what I have in mind for a mod of mine.

 

I want to make the game feel more fast paced by having more enemies, each with much less health(except player, companions, and bosses), highly increase armor and weapons rating, make magic stronger by making enemies more susceptible to certain elements, and maybe tweak the leveling system a bit. I know, I know, it seems all too much for a noob to handle but I want to see first if having more enemies would make the game more fun for me. I actually feel like I'm having more fun playing the melee class in Killing Floor than I do with my warrior character simply because I can kill fast and be killed fast. Skyrim, like the other games, is fun at first then when I hit higher levels with higher difficulty, I end up swinging my sword like a dozen or so times on one guy and that gets kind of boring after a while.

 

I probably said more than I needed to(and probably not the right place to post this lol), so I'll just leave it like that.

Outside of scripted events and quests, spawner references are placed in cells to spawn each individual npc you find. I'm afraid you are going to have to wait for the toolset in order to really do anything about placing more spawned npcs.

The mod "PISE" is claiming to incerase the number of spawns, no idea if this is true.

If that's true then how are people modding right now? Just curious.

You would have to ask them, all I can do is speculate and I hate speculation.
