Trying to create a custom AOE spell but running into problems

I've gotten the spell tome and whatnot working, it's just that when I try to cast it the left hand casting animation plays instead of the animation that happens when you cast a master level spell, such as Fire Storm.

Not only that, but nothing happens. I hear the explosion when I cast the spell but I don't see any effects happening from it ergo i'm not seeing any plates flying off the tables and that sort of thing. Can anyone tell me what's

going wrong and perhaps provide some assistance? I've attached the .esp as well if that helps.
