There is no short answer to your question. I use mostly Blender and the GIMP, but that's because I model/texture and don't write code. Here is the CS Wiki, which has lots of tutorials and more script resources than any sane person wants to read:

The core utility for making mods for Oblivion is the Construction Set, which can be downloaded from the elderscrolls.com website. If you are wanting to do modeling or retexturing, then you might want to look into GIMP, Blender, 3d Max, and Photoshop.

Okay so more questions then: I use Maya, is it possible to import models to the CS from Maya? Also, IS is possible to code using CS? And if so, what language is to be used?

The CS has its own language, which you will find a huge amount of documentation for at the CS Wiki site.

 

There is a plugin from the NIFtools folks which can be used to export the .nif format that Oblivion uses.

Okay so another question: Is it possible to change the combat system around a little? Such as: adding new animation, and assigning key presses to it. Also, reprogramming NPC combat AI ANYWAY I want to? But most importantly, WHAT ARE THE LIMITATIONS TO MODDING OBLIVION?

The limits to modding are what you make them. I have seen several 'impossible' things done since I have been here. Much of what you ask has been asked before. Instead of asking 'can you do this?' go ahead and do it. If you don't know that it can't be done, maybe you can do it.
