so how do i solve this?

Those are missing meshes, it could be a mod not installed correctly, if you have NVSE installed open the console, click on one them and type GBO, this will return an ID, the first two characters are the load order of the mod that added them, look in NMM or whatever you're using to find the mod with that number and you'll likely find the culprit. Something else it could be is having too many mods active, there's a bug in NV where if you load too many mods weird things like you're seeing start to happen, this usually happens at around 138 or 139 active mods but has been known to happen with fewer, try disabling or merging some of your esps to see if that makes the problem go away. You could also try toggling your archiveinvalidation off and then back on again.

i did the gbo trick and got 0c 01 is the first plugin so its the vanilla game i think? i also removed so many plugins till im at 115 still see the red ! points in the exact same place

and nothing i just started a clean install so hoping this works

Install a few mods at a time and then test, that way if one is a problem you'll get a better idea of which one.

The so-called "140 plugin cap" is just a guideline. (Mine is proven to be 129.) When you start to have missing meshes or textures from the vanilla game, it's suggestive that you have too many plugins in the Data folder for your system. That includes any ESM & ESP files that are present in "Data" (even if not used) as counting towards the cap.

 

Do follow the advice to install and test a few mods at a time. But also prioritize your choices first. You don't want a "nice to have" beating out a "must have" mod when you reach your practical cap.

 

You might also take a look at the "Issue: CTD without warning, "Out of Memory error", or stops responding after the Main Menu" entry in the "Fallout NV Mod Conflict Troubleshooting" guide.

 

You may want to also consider "merged plugins" as described in the "Merged Plugin Guidelines for Personal Use" article as a way to reduce the number of used plugin slots once you determine your limit.
