This may have already been asked.
I've looked at youtube and read stuff- but it all has to do with the old skyrim. I'm just trying to add a custom NPC/follower/ marriage partner. Using vanilla assets. I set all the relationship and faction stuff right- gave her something to ware, and put her in the temple of Marra, away from other NPCs. I saved the file- and put it in my data folder. When I look in the skyrim data folder, it's there. But it won't show up in game.
on the youtube vids I watched, they were able to click data on the old skyrim launcher- but that's not an option on this new SE launcher. How am I sure the game is using my file? Is there another step?

C:\Users\"YourProfileName"\AppData\Local\Skyrim Special Edition\plugins.txt

C: = If your windows installed on C drive

"YourProfileName" = the Account Name your logged into windows with.

Open plugins.txt and add:

*YourModName.esp

Save and close plugins.txt.
Load your game and play.
