adasWrath
I am aware about everyones busy schedule but i feel this place is good to express some ideas while i am trying to learn to mod on my own. I still love this game so much and i believe there is more room for improvement despite lots of people moving on to fallout 4 Anyway, i was thinking if one could use the community wasted project to recreate by using a fraction of the city a section of a major legion territory that the courier could go to and look at the legion in another light. Yeah we all know that the legion are the bad guys apparently but i think obsidian was really trying to make the situation seem as grey as possible. So one could incorporate all the lore friendly facts said in the game (safer cities, safe trading , tribes civilized, a more Roman-esque experience) while adding new ones like an internal rebellion , some dirty inside stuff happening, happy and unhappy people with the empire, and maybe , maybe make women of officers be treated above the average slave girl. I am not sure how that plays with the lore that all women are treated horribly. i would have to see for a feasible solution by consulting history and what would be the best legion approach. idk i realize this would be a time commitment but i for one wanna make modding my hobby and eventually this could be one for my projects after doing small projects first and gaining more experience. Just throwing it out there. Welp have a good day.
madmongo
Not quite what you are looking for, but I am working on a very large mod (that is nowhere near ready to come out yet) that greatly expands the wasteland for the player to explore. You will be able to go west from the Mojave Outpost to areas like the Hub and Junktown. You'll be able to go south of Searchlight Airport and go down the Colorado River, with the NCR controlling one side of the river and the Legion controlling the other. You'll be able to go northwest from New Vegas up through Nevada to New Reno and a bunch of places along the "Big Circle" (New Reno, Broken Hills, Gecko, Vault City, Modoc, the Den, Redding, etc). And, you'll be able to go into Legion territory. I placed a large Legion fort in Kingman, AZ, and the Legion has taken over Camp Navajo just outside of Flagstaff and uses that as their main military stronghold in Flagstaff. If you are fighting against the Legion, you'll be able to undertake missions into Legion territory to disrupt supply lines, free prisoners, etc. If you are pro Legion, you'll have some tasks to do in Legion territory, but for the end game you'll be able to take the fight past Hoover Dam, taking New Vegas, taking a bunch of places in Nevada, and working your way to the NCR's capital of Shady Sands. In addition to Kingman and Flagstaff, the Legion controls a pre-war prison south of Kingman which is used to house slaves, and also controls Bullhead City (south of Searchlight, over on the east side of the Colorado River) and some small towns like Peach Springs and Dolan Springs. Citizens in Legion-controlled towns generally aren't slaves, though you'll notice that most of the men are gone (forced to join up with the Legion army). While they aren't slaves, these Legion citizens don't have a lot of rights. They are free to go about their daily lives, raising children or whatever, but they can't own weapons and they don't have the freedom to just go wherever they want. So there is a class of women that is above slaves in Legion territory. So this mod will have some of what you want. This mod has seven worldspaces, but they aren't as packed full of stuff as the FNV worldspace is. This is Nevada and Arizona, remember, there's a whole lot of nothing in a lot of areas once you get away from Las Vegas. All seven worldspace exteriors are mostly done (the Big Circle area needs a bit of finishing work) and I have interiors done for a couple of the worldspaces. Quests aren't done yet. It will be a while before the mod comes out.
