M48A5
Neither one. Do not load Fallout 3 into your program files. This only causes problems with Windows UAC. When you load your game, wait until is gets to the screen where it asks if you want a default load or custom load.Choose the custom load and in the box type in the path to your hard drive. Example: C:\. This will load the game onto your hard drive and at the same time generate a new folder titled Bethseda Softworks. In the folder will be your Fallout3 game files. So your path to the game will be C:\BethesdaSoftworks\Fallout3\Fallout3.exe.

M48A5
If you are trying to run this game on a laptop, you have not met the minimum requirements to run the game properly. In your original post, you show a CPU of 2.1 GHz and the minimum, as shown on the Fallout3 box, is 2.4 GHz. Also, the integrated graphics chip is not up to running the game properly. It will run, but you will have problems. If you look through the troubleshooting and technical support threads here and at the Bethesda forums, you will find that most of the problems with Fallout3 are caused by a graphics processor not being able to handle the load.
