I think you need to run FO4 at least once for it to make an ini. file.

Fkemman11 is correct. Run the game executable directly from Steam first (can't recall offhand if you have to select 'new game' first before the .ini is created, but no harm in trying) then quit; after this, you can load up NMM and it shouldn't give you that notification anymore.

I'm having the same issue, and I have run the game from steam. I even went to the folder and verified there is an INI file there. Only thing I can think of is that NMM is looking for it in the wrong place (my ini files are in the default location btw) but I can't find anywhere in the settings to change or verify this. It might be due to the fact the game is installed on a separate drive than the ini files although that's never been an issue before

I've just upgraded my system and am reinstalling from scratch but even in my old system the ini files were in the same location and NMM didn't have any issues then.

edit: okay I figured it out, it wasn't the fallout.ini that it wasn't finding, it was the Fallout4Custom.ini that I forgot needed to be manually created. Once I made that file it launched just fine. The error message should probably be clarified though to prevent this misunderstanding for others.
