Unable to Use Certain Keys

I cannot use the scroll wheel to go into 3rd person but it still works for scrolling in the pipboy and i cannot use any weapon hotkeys or the favorites menu for no reason as far as i can tell. If i load it to an older save, I can do all of that stuff again but right now i don't really know what would cause a glitch like this

sounds like a corrupted save

 

historically this company's products were most easily corrupted simply by using quicksave

 

or by removing a previously installed mod - that left some unusual side-effects

The same thing happened to me today, my weapons hotkeys just stopped working, my mouse wheel will no longer switch from 1st to 3d person view. I can no longer use V to open a workshop.

This seems to be a new bug, I haven't been found anything similar using search engines.
