Basically no, they haven't gotten better for making mods. And only a bit better for installing them. Still no way to script events or trigger branches, for example.

 

And even if there were, without new voiced dialogue I'm not sure how enjoyable such a DLC would be. (If I wanted to read it, I could read the book, or fanfic! I don't think I could stand to play any DLC that used new voice actors for the familiar characters.)

 

So I would rate the probability of such a DLC mod at... Negligible-to-Nil.
