lost tilde

This is a common problem when using the Media Center version of Windows. for some reason known only to Microsoft, they disable the tilde key when you plug in a remote sensor. The simple fix is to unplug the sensor and reboot. If you don't want to do that (or can't) try the mod Ring of Console. http://tesnexus.com/downloads/file.php?id=13133

 

Some keyboards use a different character on the key, but it is still located just below the esc key and to the left of the 1 key.

 

The console can be disabled in the Oblivion.ini file, but unless you have changed it, it is on by default.

Look for bAllowConsole=1 if this is set to 0 it will disable the console

found the problem. i had installed the media centre remote, so i just unpluged it and everything is fine now. so thanks to everyone and it shows that the best help is right hear. thanks again
