Ladez
Use 7-Zip to extract the archive. And make sure that you follow the advice posted on the website to not use anything from the Windows App Store. Download 7-Zip here instead.
dubiousintent
See "Checklist item #4" in the "Fallout NV Mod Conflict Troubleshooting" guide for some clarification about installing NVSE. Also see "item #7" about getting more memory available to your game. -Dubious-
NAZIPUNCHER
thanks guys, but quick question because I want to be ABSOLUTELY SURE, where do I extract the files to, using 7zip?
Ladez
The end result should be that nvse_loader.exe and all of the DLL files are in your Fallout New Vegas folder. This is the same folder as the main game executable FalloutNV.exe. Do not install it to the data folder.

dubiousintent
Use the Windows "Control Panel/Settings" app "Uninstall Programs". Be sure to re-boot after uninstalling to remove any components still in memory. -Dubious-
