So... is it possible to create a custom group of caravan travellers, with their own route, and how would I go about it?

I advise you to look at the Kajiit traders in creation kit. Setup your npcs, give them travelpackages or better, sandboxworking (travelpackages sometimes are not solid) or if they only should travel around: patrolpackages. All you need for that is already in the ck.
