Technically, no. You really only have to have the Fork equipped when the netch dies. So you can cast a damage over time spell, like poison, and then equip the Fork right before it dies. Or you can save, kill the netch counting how many blows it takes to die, reload, and then kill it, subtracting one hit from the count. Then finish it off with the Fork. The trick is to hit it in the leg area if you're using melee. The upper body is static.

You most likely have heard that before. I paraphrased the Morrowind GOTY Prophecies guidebook.

The Fork of Hollipitan quest for Sheograth you have to kill a giant bull netch with a fork?!
