LE Mod for adding additional enchantments to enchanted gear?

Maybe this mod already exists but I've looked all around and never found it. Basically I'd like the Extra Effect perk to allow me to add an extra enchantment to an item that is already enchanted. Not add three enchantments or whatever.

 

The thing is, I use a lot of unique gear (stuff from Relics of Hyrule mostly) and I'd rather not have to wait until 100 Enchanting to do anything with it. And since it's all mod-added stuff, none of the enchantment removing mods work with it, the resulting item is a random vanilla equivalent. Any help here?

 

I'd make the mod myself but I'm pretty new to CK and not sure what it would take to make such a large change. I've been just using console to give myself another copy of the item and mats to improve it, then just ditching the original somewhere, but that's really inconvenient and immersion-breaking.
