Problem with F4SE 0.3.0

I want to use the Place Anywhere mod. A requirement is having F4SE 0.3.0 installed, I have the newest version of Fallout 4 installed. I downloaded the 7zip archive, unpacked it and installed 5 items into my steamapps/fallout folder. My problem is that I do not have anything labeled F4SE_loader.exe or S4SE.exe . the only things that came in the zip archive were, SFC, CustumControlMap, f4se_1-9-4 dll, f4se_readme, and f4se_whatsnew. Nothing shows up when I start the game and the command to show the version in command console returns nothing. Any advise and or suggestions would be appreciated.

I used 7zip and tried 3 times to unzip the archive from silverlock, each time the loader failed to appear. After seeing your reply and reading other responses to this topic, I downloaded winzip and used it to unpack the files, using this utility I did get everything unzipped correctly. After copying the files to my Fallout 4 folder and making a shortcut to the desktop, I can use the loader shortcut and it directly opens the game, without having to open Steam first. I thank you for your quick response. Later today I will start the game and use console to confirm the proper integration. Again, thanks.

I can't be sure but some of my problem may have been due to download locations on my computer, or more accurately, the location I tried to install to. After reinstalling everything twice with bad results both times, plus the original problem, I did one more fresh install. This time I created a folder on the C: drive, C:/My Games/Steam Apps. I installed everything except for video and screenshots into that one folder. When I set up for modding this time, everything went without a hitch. The only thing I could figure out was that most everything defaulted to Program Files. Program Files has UAC that makes most things read only. Someone with experience could help explain this better than I can and I could be wrong, but since the change I haven't experienced any of my original problems. Knowing whether to complete a quest before or after installing mods is something I'm still working on, so far finishing the quest first has resulted in fewer returns to an earlier save. I hope this helps anyone who finds this post.
