Gotta compare apples to apples. The HQ texture pack textures are only quadruple the size (512x512 -> 1024x1024) of the vanilla textures, whereas many of the mods I've seen use textures 16x the size of the defaults and designed for GPUs with top-of-the-line amounts of VRAM. The textures I've extracted from the archives so far look about like I expected for a PC game meant to play on recent hardware. The vanilla textures look more like console fodder. It's unfortunate that the HD texture pack's packed into .esp files. I would have liked to overwrite it with better mods, but still maintain the files that mods have missed. :( You could extract the textures yourself and make a zip file of them, then install that with NMM (or whatever you prefer).
